Articles for the ESARDA Bulletin must be written in such a way that the results
are verifiable and reproducible by domain experts, while the driving issues described in the
introduction and the conclusions are accessible to a wider audience, including policy makers.
The ESARDA Bulletin is a platform hosting original research and enabling R&D advancement in the
areas listed above, but publishes also review articles, and occasional short research notes. All issues
of the journal are in English.
Peer Review Policy
All research articles in this journal undergo a double-blind peer review process, based on initial
editor screening and outside refereeing.
The ESARDA Bulletin is published twice a year and is indexed by Scopus. The journal is published
jointly by ESARDA and the Joint Research Centre of the European Commission and distributed free
of charge to almost 700 registered members, libraries and institutions worldwide. There are no
article processing charges for the authors submitting manuscripts.
Relevance
The editors welcome submissions on any topic related to nuclear safeguards (see topics
listed in the first paragraph), but also to the wider landscape of nuclear non-proliferation
and verification techniques.
Example topics include:
• activities and developments in international non-proliferation regimes;
• social, political, and economic dynamics of specific geographic areas with regard to nuclear
non-proliferation and disarmament verification regimes;
• the spread of new knowledge, materials, or technologies and their effect on the current
nuclear Safeguards and non-proliferation policy landscape and stability, such as those
posed by e.g. additive manufacturing and cyber warfare;
• proposed measures to deter and detect nuclear proliferation (either by state or non-state
actors);
• causes and consequences of proliferation and non-proliferation.
This document has been created by the ESARDA Editorial Committee and approved by the ESARDA Executive Board.
This list is not exhaustive and authors are free to submit manuscripts on other topics that may be
of interest to the nuclear safeguards and non-proliferation community.
It is the author’s responsibility to ensure the suitability of the manuscript contents for publication
in a non-classified environment. Authors must assure security clearance before the submission of
the manuscript for consideration.
Originality
Submissions must contribute new ideas and insights to the field of nuclear safeguards,
verification techniques and nuclear non-proliferation in all its aspects. All material must be
original.
Showing familiarity with relevant earlier work helps to establish the originality of a manuscript.
While authors do not need to include an entire section dedicated to a literature review, readers
should be able to understand how an article relates to previous publications on the same topic.
The editors will not consider manuscripts under simultaneous submission elsewhere or material
that has already been published. In addition to observing the usual cautions against plagiarism,
authors must avoid repeating material from their own previous work, a practice sometimes called
“self-plagiarism.” If any text is repeated verbatim from an earlier publication, it must be presented
as a quotation and cited.
Clarity
The overall idea behind a manuscript should be readily apparent. Specialised terms that will
not be familiar to the great majority of readers should be used only where needed;
explanations may be offered in the footnotes and acronyms should be made explicit.
The editors strive to produce a journal that can be read and understood by scholars and policy
makers alike. In the interests of clarity, non-native English speakers may wish to seek assistance
from a copy editor before submitting.
Support
Readers should be able to identify both A) the source materials that support a claim and B)
the reasoning that connects the source materials to the claim.
Where appropriate, the Bulletin will publish articles with technical appendices or other
supplementary materials, which will be made available online.
